Melbourne's Roads - Heading in the Right Direction?
80 industry representatives from 33 companies attended the workshop on September 21 on whether Melbourne's roads are "headed in the right direction". Presentations from the panelists generated a lively debate.

Deputy Chief Executive, VicRoads

Peter Balfe is the Deputy Chief Executive of VicRoads. He has spent his career with Victorian road transport agencies, initially with the Country Roads Board and subsequently with the Road Construction Authority, the Road Traffic Authority and VicRoads.
He has held a wide range of senior management appointments with VicRoads over the past 20 years including three years as Director of VicRoads Major Projects Division and the past five years as Deputy Chief Executive.
He is also a Director of ARRB Transport Research and plays a national role as the Technology Program Manager for Austroads.
Peter was awarded the ARF John Shaw Award in 2004 for his contribution to roads in Australia.
Managing Director, ARRB

Gerard joined ARRB Transport Research as Managing Director in July 2001, and has brought with him an extensive experience in research, technology management, business development, sales and engineering.
From 1995 to 2001, Gerard’s various roles in National Consolidated / Austrim Nylex companies, were focused on developing and applying technologies to improve business performance, including the development and commercialisation of new products for sale and application of improved technology and management to production operations.
He managed the Ajax Technology Centre (ATC), a “virtual R&D centre”, co-ordinating diverse group of individuals and organisations researching various technologies and applying these to range of new products. Applying a strong focus on minimising time to market, several of these are now in commercialisation including the patented ePisÔ which recognises un-barcoded parts using sophisticated vision technologies and is already in production in the United States under licence to the Ajax Technology Centre.
From 1980 to 1994 Gerard was employed at the Gas and Fuel Corporation of Victoria, culminating in the role of General Manager of Natural Gas Vehicle Division with personal responsibility for marketing, business planning and finance. Gerard built the new enterprise from scratch to market natural gas as a fuel for heavy road transport and lead the development and sale of supporting technologies in international markets.
Gerard is also the Non Executive Chairman of Harvey Technology Pty Ltd, a company that is involved in the development and manufacture of high performance recreational and military vehicle equipment.
Gerard brings to ARRB Transport Research a strong customer focus and continues to emphasise ARRB’s commercial position, while investigating the expansion of expertise in ARRB’s core technologies of road asset management services and equipment, pavement design, traffic management, and road safety.
CEO, VTA
Philip Lovel is the Chief Executive Officer of the Victorian Transport Association. The VTA represents over 700 freight and logistics companies in all sectors of the industry.
He has represented the freight and logistics industry for over 20 years and holds many senior positions on industry/government bodies.
Philip is passionate about the need to provide new infrastructure for the freight industry to meet growth over the next 20 years.
The presentation will address the specific needs of the industry and how public/private partnerships provide the viable option.
